| Resumo: | O acolhimento institucional é um dos serviços essenciais para intervir nos casos de violação de direitos da criança e adolescente, entretanto, para que se tenha a efetivação deste direito, este percorre por um trajeto que envolve a atuação e articulação por meio da rede de proteção. Dentre os agentes envolvidos no acolhimento institucional, o Conselho Tutelar, é um órgão municipal essencial, criado a partir do ECA, especializado na defesa dos direitos da criança e do adolescente, dotado de autoridade, poderes e deveres equivalentes aos da Justiça da Infância e Juventude. Diante disso, para que se compreenda a atuação destes agentes frente ao acolhimento institucional, este trabalho parte do objetivo geral de analisar a atuação do Conselho Tutelar do município de Parintins nos acasos de acolhimento institucional de crianças e adolescentes do Serviço de Acolhimento Institucional (SAICA). Assim, foi definido os seguintes objetivos específicos: apresentar o processo sócio-histórico do acolhimento institucional de crianças e adolescentes e do Conselho Tutelar em Parintins/AM; desvelar a atuação do Conselho Tutelar nos casos de acolhimento institucional e como ocorre sua articulação com o SAICA de Parintins/AM; e desvelar a percepção dos conselheiros tutelares sobre suas ações e contribuições para a garantia e efetivação dos direitos de crianças e adolescentes em situação de acolhimento institucional de crianças e adolescentes em Parintins/Am. Para isso, este trabalho de natureza qualitativa, realizou um levantamento bibliográfico, e fundamentou-se na pesquisa de campo, tendo como instrumento de coleta de dados um questionário semiestruturado, com perguntas abertas, direcionadas a três Conselheiros Tutelares do município de Parintins. Os resultados apontam que há um trabalho ativo da rede de proteção, sendo a prática do Conselheiro Tutelar indispensável para os casos de identificação de famílias, repasse e compartilhamento de informações no âmbito do Ministério Público, SAICA, CREAS e demais órgãos envolvidos no acolhimento institucional. |
| Resumo em outro idioma: | Institutional care is one of the essential services to intervene in cases of violation of the rights of children and adolescents. Among the agents involved in institutional care, the Tutelary Council is an essential municipal body, created from the ECA, specialized in the defense of the rights of children and adolescents, endowed with authority, powers and duties equivalent to those of the Justice for Children and Youth . In view of this, in order to understand the role of these agents in relation to institutional sheltering, this work has the general objective of analyzing the performance of the Tutelary Council of the municipality of Parintins in cases of institutional sheltering of children and adolescents from the Institutional Sheltering Service (SAICA) . Thus, the following specific objectives were defined: to present the socio-historical process of institutional care for children and adolescents and the Tutelary Council in Parintins/AM; to reveal the performance of the Tutelary Council in cases of institutional reception and how its articulation with SAICA of Parintins/AM occurs; and reveal the perception of guardianship counselors about their actions and contributions to guarantee and enforce the rights of children and adolescents in institutional care for children and adolescents in Parintins/Am. For this, this qualitative work carried out a bibliographic survey, and was based on field research, using a semi-structured questionnaire as a data collection instrument, with open questions, directed at three Tutelary Counselors in the municipality of Parintins. The results indicate that there is an active work of the protection network, with the practice of the Tutelary Counselor being essential for cases of family identification, transfer and sharing of information within the scope of the Public Ministry, SAICA, CREAS and other bodies involved in institutional care.
