Impactos da modernização tecnológica nos processos administrativos da Câmara Municipal de Parintins oriundos da nova lei de licitações

Abstract

This research aimed to identify the impacts of technological modernization on the administrative processes of the Parintins City Council resulting from the new bidding law. The study adopted a qualitative approach using the case study method, conducting semi-structured interviews with employees of the Parintins City Council to understand the impacts of technological modernization on management, considering the implementation of Law 14.133/2021. Data collection and analysis followed the principles of content analysis, respecting the ethical precepts of scientific research. The chosen locus, the City Council itself, allowed an in-depth investigation of the phenomenon in its specific context. The main findings of the research show that Brazilian city councils face several obstacles in their journey towards technological modernization, such as the insufficiency of financial resources, the lack of preparation and digital skills among public servants, the cultural resistance to the adoption of new technologies and work processes, as well as the inadequacy of the existing information technology infrastructure. Notwithstanding these obstacles, the investigation also identified important opportunities associated with the adoption of digital government, such as the possibility of reducing costs and increasing administrative efficiency, improving transparency and public access to information, and the potential for enhancing citizen participation in legislative processes.
